B&R Consulting Engineers Inc. (B&R) was established in 2019 by Nahro Saoud and Fred Valencia as a construction management firm. B&R Consulting Engineers Inc. can provide construction management, construction engineering, inspection services, office engineering, constructability reviews, claims management, and contract administration for municipal public works and transportation projects. The principals of the firm each have 30 plus years of experience in the industry and with Caltrans. Most of our staff also have more than 30 years of experience in the construction industry and most of our experience is in Caltrans District 8. They have helped to successfully complete a long list of projects including new interchanges, interchange modifications, grade separations, new or replacement structures, bridges, HOV widenings and rehabilitations, seismic retrofits, retaining and soundwalls, and drainage structures. Over the past 30 years, B&R staff have developed an in-depth understanding of construction management and inspection requirements and earned a reputation for excellence. B&R staff have participated in the successful delivery of transportation projects for SBCTA, RCTC, Caltrans, OCTA, City of Coachella, City of Yucaipa, RCTD, and other local agencies.
B&R is an S Corporation operating as an SBE/DBE certified firm and is owned and managed by licensed Civil Engineers. We have experience with projects of all sizes and scope. All our experience is derived from working on highway and bridge projects and also local City and County projects.

B&R staff have previously worked together on projects that range from small highway improvements to multi-million-dollar, complex transportation infrastructure projects. One of these projects is the I-215 Bi-County HOV Gap Closure Project through the cities of Riverside, Colton, Grand Terrace, and San Bernardino. This was a Caltrans project with a $170 million price tag being delivered in cooperation with SBCTA and RCTC. B&R staff roles included construction management, resident engineer, and inspection. Another example is the I-10 Roadway and Bridge Widening Project through the City of Ontario. On this project B&R staff provided construction management and structure representative activities. This was a freeway widening project that added high occupancy vehicle (HOV) lanes to a 5-mile segment of I-10, from approximately the Haven Avenue overcrossing to the Grove Avenue undercrossing. It included five bridges and over 15,000 linear feet of retaining walls and soundwalls. Another example where B&R staff participated in the successful delivery was the $75 million I-15 pavement rehabilitation and widening project from 6th St in Ontario to the 15/60 interchange. This was one of the first projects to use “super slab” technology in District 8. The management team was able to construct this major project within budget and with $3.5 million remaining in contingencies. Also, B&R staff have experience constructing new grade separations like the Lakeview Avenue GS for OCTA and the Avenue 52 GS for the City of Coachella.
